Background

Mark T. Rossini is a former FBI supervisory special agent who worked in the agency’s Bin Laden Issue Station (Alec Station) before the September 11 attacks. Following his career at the FBI, he worked as a consultant.

The Case

In August 2022, Rossini was indicted by a federal grand jury for his role in a bribery conspiracy involving the former Governor of Puerto Rico, Wanda Vázquez Garced. According to prosecutors, Rossini acted as a middleman and consultant for Venezuelan-Italian banker Julio Herrera Velutini. The scheme allegedly involved promising more than $300,000 in campaign contributions to Vázquez Garced in exchange for her removing the head of Puerto Rico’s financial regulatory body and replacing him with a candidate favorable to Herrera Velutini’s bank, Bancrédito. Rossini was charged with conspiracy, federal program bribery, and honest services wire fraud. He had previously resigned from the FBI in 2008 after pleading guilty to unrelated charges of criminally accessing an FBI database.

The Pardon

On January 15, 2026, President Trump granted Rossini a full pardon. An amended pardon was issued on January 20, 2026.
